Greetings from Linda . . .
 Last week I attended the Annual Foster Care Picnic and the experience is still fresh. Hundreds of children and their families communed in a local park in a fair-like atmosphere playing carnival games, and dining on picnic fare. Every child went away with a spanking new backpack loaded with school supplies [donated by John Muir Medical Foundation through Foster a Dream] and a bag of prizes awarded for each of the many games offered.
I stood in the lunch line first with a woman that is adopting a young boy who is still living with a foster family and then with an older couple that have been foster parents to more than 100 medically challenged children. I lunched with two high-school aged girls that talked about their future plans and dreams. Hope, love and compassion were everywhere. These children and the foster families that support them are some of the most unacknowledged in our community; on this very special day, all of them were on top of the world.
I came away wanting to do more - and more we will. Next year my hope is to raise funds to support summer camp for the very special and often forgotten children that were the honored guests during this picnic. I do need your help and support. If you are interested in working on the fund raiser and/or supporting thiis effort, PLEASE contact my office. You will be hearing more and more about an event in the coming months.
On other fronts, our District 2 work continues. We are pleased with our progress on issues that some of you have called or contacted us about. The range of issues that we are addressing concern water, the North Connector, State Parks, agri-tourism, airport use issues, tax questions, welfare eligibility questions, Home Acres questions, vehicle parking, disrepair of foreclosed properties to name a few. If we can assist with your issue, do not hesitate to contact us.

State budget hits County Hard
 As most know, the State's budget action last month will trigger yet another round of program reductions at both the County and city level.
The cause? The State chose to close part of its budget gap by "borrowing" property tax revenues from local governments. Although the State has promised to repay in future years, we remain skeptical that this promise will be kept.
In anticipation of the State's move, the Board last month earmarked $10 million from its reserves to backfill for the property tax cuts.
Unfortunately, the County could not anticipate the other direct State program cuts that will impact our communities. These include:
- Major eligibility modifications to the Cal Works and In Home Supportive Services Program which will result in less citizens being served under these two programs. Result: more seniors will move to nursing homes.
- A severe reduction in the Healthy Families program which provides health insurance to hundreds of thousands of eligible children.
- Elimination of services to disabled seniors funded through the Adult Day Health Care Centers.
- A significant reduction in AIDS and HIV programs.
- Elimination of the Children's Dental Disease Prevention Program and the Childhood Immunization Program along with a serious reduction in child welfare services and foster care.
- Closure of some State Parks as yet undesignated. Word on which parks will be affected is expected by mid-September.
- Early release of State prisoners and refusal to transport additional prisoners from the County jail until State prison populations stabilize. Result: increasing strain on and cost of County systems.
At last week's board meeting, our lobbyist informed us that nothing above is still certain as the Legislature is expected to restore some of the programs it so very recently cut. We will keep you as informed as we are able.

Ambulance Service Decision on 8/13
The Solano Emergency Medical Services Cooperative (SEMSC) will select the next provider of ambulance services for Solano County for the next five to ten years at its next public meeting on Thursday, August 13 from 9 to 11 at the Suisun City Council Chambers at 701 Civic Center Blvd.
Requests for bids were solicited in May of this year and two bidders, American Medical Response (AMR) and Medic Ambulance submitted bids. The evaluation committee reviewing the proposals scored AMR four points higher, but recommended Medic to the SEMSC. Medic Ambulance, based in Vallejo, has provided services to the Solano community for over 30 years.
The SEMSC previously discussed the issue at its last meeting. Over 100 people from the community attended and many voiced their opinion regarding the impending selection. The Cooperative made no selection, but requested more information from both potential providers to assist them in finalizing their decision.
The SEMSC is a joint powers authority created over 10 years ago to maintain and coordinate effective, medically-appropriate standards of care in the emergency medical care delivery system. Although the County Board of Supervisors is not a part of the decision process, CAO Michael Johnson is the Chair of the Cooperative.
The BOS has not seen nor reviewed any of the materials related to the selection process. On a personal level, I have had more than one personal and always positive experience with Medic. As a local business, Medic has been a supporter of many important causes and employs a staff of predominately local people. At one of the early Board of Supervisors meetings, I urged the development and adoption of a policy that provided a preference to local businesses. Medic is a fine example of such a business.
The public is welcome to attend the August 13th meeting... so come and make your voice heard!

Change to Benicia Hours
Roger and I want to thank all of you that have visited us in our Benicia quarters at City Hall the first and third Mondays of each month. We are reducing the hours by one half hour and will be in that office (Conference Room 1, just outside the main doors to Council Chambers) from 5 PM to 6:30 PM instead of until 7PM. In all the weeks we have been there thus far, no one has ever stopped by after 6:30 PM. So we are making the change. Should there still be people waiting to see us, we will certainly stick around to listen.
In the meantime, please mark your calendars and pay us a visit.

Grand Jury Reports
Scaled back publishing ... and other news
An important watchdog and oversight body, the Solano County Grand Jury provides an opportunity for citizen complaints to be investigated and publicly aired. Over the years, the Grand Jury has provided an objective look at controversial subjects, and rendered reports setting forth findings and recommendations.
As part of the drastic cost-cutting measures of its 2009-10 budget, the Board of Supervisors voted in July to reduce Grand Jury costs by eliminating publication of the Grand Jury Final Report in local newspapers. In previous years, the report and any county departmental responses were inserted in all major County newspapers.
This year, the reports cover such subjects as

- La Clinica De La Raza
- Vallejo Police Department Inspection and Interviews
- Hazardous Waste Site in Vallejo

In other Grand Jury news, the 2009-10 Grand Jury has been seated. Grand Jury members are selected randomly from a pool of volunteer applicants. Animal Shelter news ...
Can you believe it - the financial crisis is impacting our pets! The number of animals left at the Solano County animal shelter has escalated. The economy has forced families to make hard choices and pets are often victims. The county's shelter is outdated and small, and animals are sometimes euthanized when space becomes an issue. If you can rescue a cat or dog -- and save it from a most untimely end, you would be doing the shelter and all animal lovers a great service.

Appointments & Volunteers
Citizens Serving Solano District 2
Linda Braxton has been appointed to represent District 2 on the Alcohol and Drug Advisory Board. Ms. Braxton lives in Fairfield and is employed by Sutter Solano Hospital as a Business Services Supervisor.
Benicia resident James Wallace, Ph.D. has been appointed to the Solano County Agricultural Advisory Committee. Dr. Wallace is the CEO of Benicia based Human Behavior Associates, Inc., a national provider of employee assistance programs, managed behavioral health care services and substance abuse professional services. Dr. Wallace owns a share of the Hall, Wallace, Dally Ranch, which owns 1250 acres in Solano County primarily in Elmira and Dixon. He was named a managing partner in 2002.
Appointments pending: Fair Board [term to start September 2009] and Animal Care Advisory Commission.

Get to know your Solano County
Concerns raised about County's 311 Telephone System
Solano311 is a toll-free, non-emergency number that residents can use to access most non-emergency County services. Dialing 3-1-1 connects you to a Solano311 customer service representative who can answer questions about County programs and services, and/or connect you with County staff. The 311 telephone system has come under significant criticism, and is currently undergoing a careful review. In some departments, 311 calls have averaged as much as $50+ per call! Review of the system should be completed in August, and recommendations presented at the Board of Supervisors meeting in early September. County's Front Desk no longer staffed
Staffing for the County building's lobby reception desk at 675 Texas Street has been suspended due to budget constraints. The County is providing a reference directory and phone (4 digit County numbers only) to aid the public in locating County services. These tools are located on the lower left hand side of the front desk (for ADA accessibility). A sign directing the public to the directory/phone has been placed at the front of desk along with building directory handouts. The directory includes a section identifying services often requested by the public, a listing of departments (with addresses and main phone numbers), a downtown map and maps for each floor of the building. Also, each page in the directory instructs the public to dial 3111 (the internal dialing for the 311 service) if they need further information. |
